Productivity Committees

Productivity Committee

The NPCC is empowered, under the NPCC Act (paragraph 10), to set up Productivity Committees (PCs), to:
    (a) advise the Council on appropriate measures to promote and enlist wide support for productivity, quality and competitiveness;
    (b) monitor productivity, quality and competitiveness in any specific sector and industry and provide feedback to the Council;
    (c) advise the Council on any matter relating to productivity, quality and competitiveness;
    (d) enquire into, and report back on, any matter referred to it by the Council;
    (e) carry out studies and prepare opinion statements, reports, etc, at the request of the Council; and
    (f) propose to the Council the undertaking of such studies as may be required and the hiring of such expertise or research assistants considered necessary.
PCs in Action
To work out an action plan to meet the objectives defined on the Objective Tree, to attain the set objective, keeping in mind the core objective,viz. Development of a Productivity Culture, ten Productivity Committees were set up.

Each Productivity Committee was assigned the task of working out a list of activities (what to do?), identifying the key drivers (who is responsible?) and the target group (for whom?). Activities elaborated have to be SMART - S(specific), M(measurable), A(attainable), R(realistic) and T(time bound). Propose measures that can be implemented within specific time frames, i.e. short term (6 months), medium term (one - two years) and long term. The PCs are expected to concentrate on the short term first as the existence of the PC is not necessarily time bound.

Membership
Membership of Productivity Committees is tripartite, as is the case for the Council. A total of 165 persons from the public sector, the private sector and from trade unions, joined the Productivity Committees. Each Productivity Committee elected a chairman and a vice-chairman among its members. A member from the Council acts as Convenor for each Productivity Committee.

The Productivity Committee on Flexible Legal Framework met, once inputs from other Productivity Committees had been gathered, while the terms of reference of the Productivity Committee on Institutional Synergy were included in those of the Productivity Committee on National Integrated Strategy.

National Productivity Consultative Week
Productivity Committees presented their findings during the National Productivity Consultative Week on 15-19 January, 2001. The Productivity Committee on National Integrated Strategy, chaired by the Secretary to Cabinet, has a major role. In the brainstorming session held in May 2000, one of the root problems preventing the development of a productivity culture was found to be the absence of a national integrated strategy. That is, there was a perception that different institutions - public and private - were doing their own things without proper coordination. Hence a Productivity Committee was set up to include policymakers at the highest level to facilitate the elaboration of a national integrated strategy.

This Productivity Committee has started the evaluation of the 250 activities proposed by all the PCs, regrouped under 47 activity groups and further consolidated into nine broad areas of intervention. Drivers for activities are ministries, other government organisations, private institutions, or individuals.

Where there are no clear-cut responsibilities, Productivity Implementation Committees (PICs) were set up after the National Productivity Consultative Week to catalyse and facilitate the transformation from intent to action.
