Modus OperandiThe approach adopted by NPCC is very pragmatic and has evolved to respond to local needs. NPCC's motto is Personne n’est coupable, tout le monde est responsable. The aim is not to assign blame but to awaken people to their potential. It is better to light a candle than to curse the darkness. If individuals, as citizens, parents and chief executives, are not willing to question the way they do things, we do not impose on them. Effective and long lasting change cannot be imposed – it has to be demand-driven.
Initiator, Promoter, Catalyst
NPCC also acts as an initiator, a promoter and a catalyst, even though its basic approach has been grassroots or bottom-up. Ideas have to come from people who are on the gemba (workplace or the place where action takes place).
Thus, NPCC activities are based on facts and not on perceptions. Pilot projects are initiated before they are replicated at the national level, e.g. In fact, the NPCC practises the PDCA (Plan-Do-Check-Act) and SDCA (Standardize-Do-Check-Act) cycles. |
