Cleaner Production Centre

Main Objectives of the NCPC

Objective 1: Promote information, education and communication
Major actions aim to create awareness and commitment at all levels (citizens at large, education sector, community, public and private sector):
• Adopt a programmatic approach and showcase demonstration projects (eco-houses, eco-farms, eco-village)
• InnovED ( Innovation in the education sector)
• Innovators’ Award
• Build a clearing house for CP application
• Collect Indicators and benchmarks on environment
• Gather information on cost effective technologies including recycling and energy efficient technologies
• Disseminate information and knowledge about CP
• Develop ecological literacy programme
• Development of sensitisation/training materials[ex. multimedia kits] for CP, for different target groups

Objective 2: Promote utilisation of clean technologies
Major actions will target enterprises, with a clear distinction between SMEs and larger companies.
• Conduct CP audit
• Assess applicability of cost effective technologies including recycling and energy efficient technologies
• Promote Environmental Resource Accounting in investment appraisal
• Provide consultancy services
• Address funding for clean technologies (Cleaner technology fund)
• Promote Clustering as a means to acquire and share clean technologies

Objective 3: Ensure formulation of appropriate legislations/standards & enforcement
Major actions will target Ministries and the civil society
• Introduce CP dimensions in legislation (integrated approach for the development of industries)
• Promote knowledge of legislations among citizens
• Promote advocacy on law enforcement (watchdogs- community, media etc)
• Promote environment managements systems
• Promote good governance principles in enforcement

Objective 4: Capacity Building in cleaner production
Major actions will target policy makers, professionals, and technical people.
• Training in building CP projects at enterprise level
• Training in Environmental Resource Economics and Accounting
• Capacity building in CP enforcement among policy makers and enforcement institutions
• Training on Energy management

Objective 5: Promote an integrated approach to CP development
Major actions will target the country policy makers, public and private institutions, entrepreneurs and marketing agencies
• To mainstream the environmental dimension in the branding of Mauritius
• Environmental declaration / Eco-labelling
• Promote life-cycle thinking and value-chain management [from product design to consumption, from suppliers to consumers] and examine potential for an Environment Industry.
