Core Objective

To make Mauritius better prepared to face globalisation, the core objective at national level remains the development of a productivity culture. However, productivity at individual and micro-enterprise level has to be combined with an ‘enabling environment' to foster industry and country competitiveness. This enabling environment needs to be engineered by making Mauritius work together, and will be a resultant of concer ted and coordinated effor ts of all stakeholders at national level within an integrated strategy. Effective platforms and oppor tunities for structured and managed collaboration have to be created. However, these platforms will only work if there is trust and shared values that foster collective action aligned with a common and shared vision. To create this trust, effor ts will need to be made towards developing a culture of collaboration at all levels: the individual citizen, the organization, each economic sector and at the national level. Both the ‘culture of trust and collaboration', and the ‘platforms', which are mutually reinforcing, represent the two dimensions of social capital: cognitive and structural. Moreover, the culture of trust and the oppor tunities for successful and lasting collaboration will only emerge from an environment that promotes good governance and favours a culture of dialogue at all levels, which builds not only the ‘bonding' among same-minded people but also the ‘bridges' with those who think differently.

This mission will be ar ticulated through 6 strategic objectives:
  1. to develop a productivity culture
  2. to develop platforms/oppor tunities towork together
  3. to promote good governance
  4. to strengthen social capital
  5. to spearhead a culture of dialogue at national, industry and enterprise (institutional) levels
  6. to inculcate a culture of collaboration
Involving the whole of Mauritius in the Prouctivity Movement
The NPCC's activities will be inspired by this new mission and the strategic objectives herewith defined. However, it will not be the exclusive responsibility of the NPCC to realize these objectives. In fact, productivity and competitiveness is the result of the collaborative effor t of one and all together with many other contributing factors. The NPCC is more of an umbrella organization at the national level rather than an implementing body. In line with its role as a thinktank, an awakener and a synergiser in driving the productivity movement, NPCC will bring together the sectoral institutions as well as par ticipants on the ground around common platforms of dialogue and pilot projects driven by the strategic objectives. The NPCC will also encourage other institutions to mainstream their objectives within the broader objectives of the productivity movement. This will only help to reinforce the productivity culture and create the enabling environment of collaboration which is necessary to build innovation capacity, while ensuring coordination amongst the activities of each institution.
The roadmap below highlights the strategies, milestones and capacity building needs of the NPCC for the next 3 years to meet its strategic objectives.
