Honourable Sangeet Fowdar, Minister of Training, Skills Development, Productivity and External Communications.

Dear Minister,

As per paragraph 18 of the NPCC (National Productivity and Competitiveness Council) Act 1999, I have the honour to submit to you the fourth annual report of the NPCC and the first in my capacity as chairman.

This is a very special moment for me when I recall my very first contacts with the NPCC four and a half years ago, as Council member. Since that time, I have been involved with very exciting projects initiated by the NPCC. They have all aimed to bring change, to make a difference in the lives of thousands of citizens - individuals, families, industries or at a much broader level, that of the country itself.

NPCC’s planner shows an endless flow of activities, with NPCC’s staff extending their outreach to various audiences, in all sectors, at all levels of the society and all over the island. The importance of making a difference is essential in the process of Developing a Productivity Culture. No small change should be overlooked and all Mauritian citizens should be given the opportunity to show their worth and to achieve a Better Living.

I would like to pay special tribute to my predecessor, José Poncini, who managed to give the critical boost to the Council, during its first four years, and whose insight is still with us.

I also wish to thank you personally for having entrusted me with the chairmanship of the NPCC. My thanks go also to members of the Executive Committee and of the Council for their precious collaboration and, more specifically, the Executive Director and the staff of the NPCC for their steady and restless efforts to promote a culture of productivity nationwide.
